Abraham Depp represents that John Depp manumitted him and several other slaves in a deed of emancipation in 1801; the said John also freed him in his 1829 last will and testament. The petitioner, a blacksmith by trade, states that his late master "bequeathed to him a handsome little Estate, consisting of both Land and negroes and other personal property." Depp further avows that his "pecuniary situation places him far beyond the reach of those little temptations to theft and other vices to which too many of the free people of colour are exposed." The petitioner therefore prays "that your Honourable body will pass a Law permitting him to remain in the Commonwealth of Virginia during his natural life."
