Eighteen residents of Fauquier County "respectfully declare that they believe the time has arrived when it is highly important that the General Government should possess the power to raise and appropriate money to transport free persons of colour to the coast of Africa: and also the power to purchase Slaves and transport them likewise." They therefore "petition the Legislature to take the earliest and most effectual means to obtain an amendment to the constitution of the United States, that will give the Congress of the Union authority to pass all the laws necessary to carry into effect the above named objects."
