Three hundred thirty-one citizens of Nelson County seek the "enactment of a law making provision for the gradual emancipation and transportation of slaves from the limits of our State by sending them to the coast of affrica." To finance their proposal, they would "chearfully submit to a small increas in our tax if necessary."
