Writing on behalf of the Colonization Society of Virginia, D. L. Burr describes free people of color as "noxious and dangerous," a "thriftless, and vicious race, degraded in the eyes of the public and even in their own." They should be sent to Liberia. To achieve this goal, the Virginia General Assembly should make an annual appropriation to the Colonization Society.
