The President and Secretary of the Lynchburg Colonization Society seek to increase state appropriations for the colonization of free people of color, an "unfortunate and degraded" group, to Africa. Free blacks are not actually free in our society, the petitioners assert, and indeed would be better off as slaves. At least then they would have the "sympathy and protection of a master."
