Abstract

Two hundred forty residents of Jefferson County complain to the legislature that hawkers and peddlers traveling through the area are "visiting Negro quarters of the plantations as well as the dwellings of the Whites." The traffickers are often foreigners who paid no taxes. "They injure the business of the regular Merchants, without any benefit to the Citizens generally, whilst they have ready means of intercourse with a certain class of the population that may prove highly injurious." A law should be passed prohibiting "the sale of merchandise by Itinerant Vendors at auction."
