Forty-six residents of Accomack County seek a law prohibiting the sale of liquor to "any free negro whatsoever." Although the petitioners approve of the current law prohibiting the sale of liquor to slaves, they argue that the law is "almost, if not "entirely useless because merchants willingly sell to free blacks, who, in turn, trade with slaves.
Result: Referred to committee for courts of justice.
