Edmund Briggs was emancipated by his master's will for faithful services in 1849. Now, at age sixty-nine, and having lived in Monroe County for twenty-two years, he asks the legislature permission to remain in the state. He has a wife who is a slave, from whom he "cannot not think of separating." Briggs considers himself a person of good character who is honest, humble, and sober.
Result: Referred to committee for courts of justice.
