Fifteen petitioners represent "that the frequent violations of the law prohibiting the sale of ardent spirits to slaves without the consent of the owner, and the great injuries resulting therefrom induce them to wish that more effectual preventive remedies may be adopted." They therefore pray "that the licence laws may be so amended as to require every applicant for permission to retail ardent spirits either to give bond with security ... or take an oath in open court or before a justice of the peace to the same effect."
