Abstract

Lunsford Loving represents that "on the 4th of Dec 1864, Charles, a slave belonging to the subscriber, feloniously and maliciously burned a certain Stable and Barn" and that the said Charles was arrested and "duly tried and convicted of the offence charged, and was condemned to be hanged by the neck until he should be dead." Loving further recounts that "the Court assessed the value of said slave at seven thousand five hundred dollars." The petitioner discloses, however, that said Charles "made his escape" from the jail and "is now going at large." Loving contends that the Commonwealth is indebted to him for the assessed value of Charles, asserting "that he had no control whatever over the said slave after he was arrested by the civil authorities, and that he did not connive at or aid or abet in any manner his escape.” The petitioner therefore prays "that an act may be passed by your honorable body directing the proper officer to pay him the value of the said slave fixed by the Court."
