Sally Russ seeks to sell her slave Isaac out of the state. Isaac ran away twice, Russ asserts, once to Philadelphia and once to New Castle County, causing her "Large Expense." In addition, Russ charges that Isaac "stole property from my Neighbor" and enticed slaves to run away. The petitioner admits that "she is now obliged to Keep him Confined for fear of his robbing & stealing again & Enticing som of my servants or those of my Neighbours away." She therefore asks permission "to dispose of the said Negroes agreeable to the Laws in such Cases made and provided."
