Hugh Gemmill asserts that he treats his slaves "well and with reasonable Kindness & indulgence, and has never been in the habit of purchasing & repurchasing negroes for the purposes of speculative & transitory gain, as all that know him can testify." He informs the court, however, that his slave Tom is a runaway who has committed "many atrocious & Criminal Acts." The petitioner asks that he be granted an order "to dispose and make Sale of the said negro Tom anywhere without the State of Delaware."
