Samuel Warren Jr. complains that sixteen-year-old Isabel, "a slave for life," and thirteen-year-old term slave Robert one night in mid-June "stole away and took with them your petitioners infant son aged about nine years and endeavoured to make their escape to Philadelphia." Warren discovered Robert and his son hiding "in the marshes" two days later. "Alarmed and fearful of keeping said Slaves or permitting them to remain in his neighbourhood," the petitioner asks for a "license or permit to export, sell or carry out for sale, the aforesaid negro slaves from this State."
