His children taken from him "by virtue of certain [legal] process" and bound out to a man named Simon Sweetman, free black William Harman complains that the children--Rebecca, David, and William Harman--are being whipped and beaten in a most "inhuman and unlawful manner, with Bridle and Bits, Waggon and Carriage Whips Sticks of Wood &c." He further charges that are not being given "Sufficient provisions or Clothing" but are kept "almost naked, and half starved." Harman seeks a subpoena requiring Sweetman to appear in court and answer his charges.
