Louisa and William Washington Bayard, children of color, petition by their father and next friend, Charles Bayard. They state that John Cooper, "their pretended master," holds them as his slaves. Apprehending "that they are entitled to their freedom," the Bayards ask that Cooper be summoned "to answer the complaint of your petitioners."
