Johnson has paid part of the sum, but Clarke has begun "to harass your said orator by expressions of great dissatisfaction that your orator does not pay him more rapidly."  Johnson fears Clarke will "dispose of your orator into foreign parts and thereby deprive him of the means of obtaining his manumission."
