Peyton Hines asserts that he is being illegally held in jail. He claims to be a "freeman from his birth and descended from a white mother." He has been charged with assaulting and beating a slave owned by David G. Prettyman. Hines contends that "said confinement is a part of the punishment, inflicted by said Mayor, who added to the same thirty lashes by a Cow-hide given to yr Petitioner upon his naked skin, in a most cruel barbarous and unfeeling manner." Peyton believes that the "corporal chastisement" and confinement are "illegal and unjustifiable." He seeks a writ of habeas corpus.
