Toussaint Guillaume, a free man of color, presents to the police jury that he is the owner of a twenty-two-year-old female slave named Julienne, whom he purchased under the "express condition" that he would emancipate her as soon as the law would permit. He further presents that, since Julienne has been in "his possession," she has behaved in "such a proper manner" and been "so faithful" that he now "begs leave" to fulfill the condition of sale. He declares that Julienne has never been guilty of any crime and has been "respectful towards white persons." He asks the police jury to authorize him to emancipate his slave and to dispense her from the "obligation of leaving the state."
