Abstract

Thomas Heartwell, a free man of color, presents to the police jury that, "from the savings of his labor and industry," he has been able to purchase his wife, thirty-one-year-old Ellen, and three children, eight-year-old Ferriday, six-year-old Charles, and three-year-old Mary. He further presents that Ellen has "rendered him long and faithful services," particularly during a "late illness in which her care and attention were the means of preserving his life." He is therefore desirous of "recompensing her" by emancipating her and her three children. He explains that he is "unwilling to be separated from them," yet unable to furnish a bond required by law so "that they shall depart the state." He therefore asks the police jury to consent to the emancipation of his family, while dispensing him from furnishing a bond.
