Demba Roumage, a free man of color, presents to the police jury that, in April of the previous year, he purchased Attile, his ten-year-old illegitimate daughter, from her previous owner, Mr. Augustin Liotaud, under the condition that he would free her as soon as circumstances would permit. He presents that, in consideration of what he calls "the scourge" now "raging in the city," to which he is afraid he might "fall a victim" and die, leaving his daughter a slave, he has decided to grant her freedom now in order to comply with the obligation entered upon in the deed of sale. He asks the police jury to authorize him to emancipate his slave and daughter without compelling her to leave the state.
