Nelly, a free woman of color, seeks to emancipate her forty-five-year-old slave named Jims or James. Nelly represents that she has already obtained the consent of the police jury to proceed with Jims’s emancipation. Furthermore, the police jury has authorized Jims to remain in the state and dispensed Nelly from having to give bond. Nelly therefore prays that the sheriff be ordered to post up the emancipation notices, "in french and in english,” during forty days in order to publish her intention to free Jims. Finally, Nelly prays to be authorized to pass the act of emancipation if no opposition is filed.
