Kinsey Johns states that he has raised Clem, a 13-year-old free person of color, "from its infancy." Clem's father, according to the petitioner, is a slave, and his late mother "was a free woman, and cousin to your petitioner." Johns “prays that the boy and whoever has the care of him may be summoned to appear before the orphans Court to shew cause if any there be why the said Boy should not be bound as aforesaid.”
