Jacob Forty, a free person of color acting at the behest of his sister, Chloe Smith, also a free person of color, requests the court to grant letters of administration for the estate of Peter Baker, a free person of color and Chloe Smith's son-in-law. Forty states that Baker, a sailor, died on a schooner bound for Rochelle about eight months ago. Prior to leaving Baltimore for Rochelle, Baker executed a power of attorney, granting Chloe Smith the ability to collect all debts and belongings of Baker. Baker and the power of attorney expired at the same time, and no one is able to administer the estate.
