Davy states that Simmons's executor, Benjamin McCeeny, has refused to comply with the wishes of the testatrix. Davy asserts that McCeeny refuses to manumit him because McCeeny "protected your Petitioner while a runaway from the Goal of said County and claimed his services for twelve months on that account." Davy asks the court to "extend to him such relief as the nature of his situation may admit of."
