Robert Garner, administrator of the estate of Elizabeth Welch, reports that the estate consists chiefly of slaves, bequeathed to various people for a term of years. After their terms expire, they are to be manumitted. Garner claims that the estate is indebted and that Welch made no provision in her will for paying the debts. The petitioner asks the court to allow him to sell some or all of the slaves to pay the debts and to specify "the term of service or time for which the said negroes shall be sold."
