Abstract

Nicholas Nugent, a free man of color, asks the court to allow him to remain in the state for twelve months in accordance with "the law of 1831." Nugent states that he was manumitted in 1835 by James M. Lucas. A prior law had required that all freed persons leave the state after manumission, but an 1831 law makes provision for freed people to receive special permission to remain in the state. Nugent represents that "his extraordinary good conduct and character" entitle him to this exception, and he asks the court to consider the recommendation of four witnesses who attest to his character.
