Abstract
William Phillips, a man of color, states that he is entitled to his freedom. Currently in bondage to Jeremiah Collins and confined to the Frederick County Jail, Phillips believes that Collins plans on "transporting him to the Southern States." Phillips "therefore humbly prays that your Honours will inquire into his unfortunate Case." He asks the court to subpoena Collins and also to decree whatever else they feel is necessary "to protect the rights of your petitioner."
