The petitioners, Thomas Rice and Hiram Good, were arrested in the summer of 1855 as runaway slaves. An ad was placed in the newspaper, but no one came forward to claim them. They were later arrested for coming into Maryland "as free negroes from Pennsylvania." The Circuit Court of Washington County intervened in November 1855 and no one appeared to sustain the charges. Still in jail, the men seek to be released.
