Abstract

James S. Wilson states that he is the owner of a slave named John. He reports that "the said negro man without any provocation, ran away" to Baltimore. Wilson advertised him as a runaway and he was "taken up as a runaway in that City and put into Campbell's Jail." Wilson explained to John that he could be sold out of state if "he did not behave himself better or if he ran away;" nonetheless, John, "in utter disregard of these warnings hath again run away." The petitioner alleges John to be "utterly disobedient and ungovernable and that he has no reason to believe that he, the negro, will remain with the Petitioner as his master, or do duty as a servant without a degree of restraint by chaining or some other way, that the Petitioner will not enforce upon him." He asks that John's term of service be extended and that he be allowed to sell John out of the state.
