Part of Flora's inheritance from her father included "a negro girl named Alice" who is currently "at service in Annapolis."  Philip describes Alice as being "turbulent, troublesome, and unmanageable, and he fears that she may be induced to run away."  Since he and Alice live in New York, Philip states that "it is impossible for him to control or look after the said slave properly."
