Abstract

James Revell, the state attorney for Anne Arundel County, represents "that Alexander Scarborough is a free negro" and a resident of Massachusetts. Revell alleges that Scarborough "unlawfully, contrary to and in violation of the laws of the State voluntarily came into this state" and is now in jail. The petitioner asks that Scarborough be summoned to answer the state's charges.
