Stevens claims that her present guardian, Joel Stevens, "has become insolvent and that your Petitioner is in danger of Losing her Patrimony by the neglect and mismanagement of said guardian." She therefore prays that "Joel Stevens be displaced as guardian and that Samuel C. Ratcliff be appointed the guardian of your Petitioner in his stead."
