William Wheatley requests that freedom papers be issued to Thomas Rachford, the former slave of Joseph Rachford. Wheatley informs the court that, on 29 December 1852, "Thomas Rachford, now a freeman of color, contracted for his freedom, with his master Joseph Rachford who is now deceased." The petitioner "prays that the said Thomas Rachford may be Emancipated and that he may have issued to him ... a certificate of such Emancipation."
