Sixty-seven residents of Rockbridge County "beg leave to represent to your Honourable body that We in consequence of the application of several persons of colour, recently manumitted have applied to you for the priviledge of remaining in the State, do ask that such priviledge be not granted. We think that such a population mixing with our slaves is injurious and that nothing but evil can come of increasing the number."
