Abstract

Certificate of freedom was recorded on 7 October 181 l. Document dated 15 June 1811, states that Ann Proctor, a white woman came before the Justice of the Peace Daniel Rapine of Washington Co. in the District of Columbia and swore that Alexander Proctor, a light Mulatto age about 27, 5' 6 and 1/4" tall, is her son, born of her body. This is therefore to certify that Alexander Proctor has leave to pass and repass and enjoy every privilege of a free person of color.
