"Ann [Meaden], a white woman of respectable appearance" personally appeared before a Justice of the Peace and swore that she is well acquainted with Harriet Edwards a light Mulatto age about 24, of short stature and handsome appearance. She stated she well knew Harriet's mother, who was a white woman, and therefore knows that Harriet was born free. "[This is], therefore, to certify to all it may concern that Harriet be permitted to pass and repass without molestation." Signed on 11 May 1818 by Daniel Rapine, Justice of the Peace. In the left margin of the handwritten Liber the following is written: "Examined and delivered to Harriet Edwards"
