William Hewitt, Register of Washington City certifies that Charles Genasers has produced satisfactory evidence of the legality of his title to freedom pursuant to an Act of the Corporation of Washington City: entitled An Act Concerning Free Negroes, Mulattos, Vagrants andfor Other Purposes, passed 16 December 1812. Together with the following of his family: Alice, his wife, a black woman about 56 years old, Arm[ou]lla his daughter, a black girl about 15 years old, and Richard Kyler his apprentice, a yellow boy about 15 years old. Charles Genasers is a black Hack Driver and lives on New Jersey A venue near the Canal Bridge. "The several persons above mentioned and described are hereby permitted to reside within the City of Washington, they conforming in all things prescribed in the above Act." Signed on 9 February 18 J 3 by William Hewitt, Register, Washington City.
