Certificate of slavery was recorded on l May 1821. Eliza Smoot states that her mother, Sarah Hipkins, of Port Royal, Virginia has moved a Negro girl named Angelina age about 15, from Virginia to Washington Co., District of Columbia. lt is stated that Angelina is her mother's property, but Angelina was put in her [Eliza Smoot's] "possession and use for the time being." In addition, it is certified that Angelina was not brought into the District with any intention of selling her. Signed on l May 1821 by Eliza Smoot.
