District of Columbia, City of Washington: "Let it be known to all men whom it may concern that the bearer here of, William Smith a Mulatto man, is free born and never has been held in slavery and as such is entitled to pass and repass about his lawful business whereso ever he pleases ( conforming himself agreeablely to the laws) without the hindrance or molestation of any person or persons.
