Sally Ellegood states that she inherited a slave named Rachel from her father, a resident of Worcester County, Maryland. Through marriage, William Ellegood is now the owner of Rachel, a thirty-four-year-old slave. The Ellegoods, who reside in Laurel Sussex County, Delaware, note that the said Rachel “has a Daughter living at Laurel and is willing to be removed into this State.” They therefore ask that a law be passed "authorizing & impowering your petitioner to bring the afsd negro Rachel from Worcester County in the state of Maryland into this State and hold her as a Slave."
